This is a small pack (48 x 32 mm) most probably made around 1920 by an unknown artist from Austria.

The cards of the Diamonds suit show similarities to standard Austrian cards, the so-called Vienna large crown pattern. The King and Jack of Spades and the Jack of Clubs with their red noses seem to be drinkers.
