This pack was made around 1860 by F. Culemann in Hannover. The maker's name can be found on the Jack of Diamonds.
On first sight, the cards seem to show the 'Berlin' pattern, which nowadays is the most popular pattern with French suit-signs in Germany. When you look closer and compare it to a 'true' standard Berlin pattern pack made in Stralsund you will note the differences.
The pack has a tax stamp from the Kingdom of Hannover on the Ace of Spades. It was in use for 'Feine Whistkarten' (fine Whist cards) from 1859 to 1866.
