This pack was made c. 1835 in Southern Germany, most probably in Bavaria, the maker is not known. The attribution to Bavaria is based on the Bavarian coat-of-arms ('Weckenschild') on the Deuce of Hearts and on the flag on the Seven of Bells.

Similar packs are known to have been made by different German makers, and there is also one presumably made in Hungary with many similar court and pip cards.
