These cards were made by Latvijas Vertspapiru Spiestuve (the Latvian Bonds Printing Office) in Riga. The maker's name is on the Ace of Hearts.
The designs were made around 1921 by Richards Zarins (1869 - 1939). On all court cards and aces (except the Jack of Hearts) you can find a 'Z'; on the court cards it is on the belt buckle.
This is the first pack that has been made in Latvia after the independence after WWI. Actually, this is a later edition from around 1940.
