Presumably, this pack was made around 1942 in the Netherlands as the index letters H, V, B indicate. I think that they were used by German soldiers, as on the packaging made of olive cloth stands

This means 'help for comrades'. Most probably it is not the original packaging. Inside are a double pack of 52 cards each and two Jokers.
The court cards show a fantasy design with the matching suit-signs included for each suit. The cards are printed in black and red only. In the bottom right corner of the Joker is 'G. W.', this might be the initials of the designer.
