This pack was printed around 1870 by the playing-card factory in St. Petersburg (Russia). The name of the pack (Glazed) is shown at the top of the duty ace, the Ace of Diamonds. The text around the pelican feeding his young ones is something like 'For the benefit of the Imperial Foundling Hospital'.
Cards with very similar court designs were also produced around that time by Gustav Thieme Nachf. in Leipzig. I have no idea what connection might exist between this pack and the German one.
