Playing-card Tax Stamps in Iran

In Iran, adhesive bands were used to seal the package.

 
This band was in use most probably c.1935 in Iran.
The text on the band is '25 Dinhar' on both sides of the circle, and "charge" in small letters at both ends. There are also two stamps with the text 'annulled'.

These two bands were on one pack, certainly from before 1979 (when the monarchy ended), and most probably from c.1970.
Note that the first band is very similar to the previous band. Both bands were cancelled by wet stamps.
Actually, the bands have different sizes; the first band is slightly smaller than the second.
