Playing-Card Tax Stamps from New Zealand

I have no information about taxes on playing-cards in New Zealand, but I have a pack in my collection with a 'customs card stamp'.

This stamp was in use in New Zealand in 1922.
The text is 'CUSTOMS CARD STAMP', a date (11 OCT 1922), and 'DUNEDIN' (the port where the cards were landed).

The stamp was on the Two of Diamonds.
