I have seen a pack from Estonia with a stamp on the Ace of Diamonds that looked somewhat similar to the first shown for Latvia, also with a red cross. I am not sure whether it is a tax stamp.

The text around the red cross was 'EESTI DUNÄSE RISTI VÄLJÄÄE', if I deciphered it correctly.
